| Scope of Responsibility | Hold full operational responsibility for the delivery, performance and continuous improvement of the service. This role is accountable for developing and implementing service strategies that align with organisation objectives, ensuring operational excellence, and maintaining high standards. The Service Manager carries financial oversight including budget management, cost control and financial performance reporting to ensure sustainability of the service. The postholder will report directly to the Board of Trustees on a monthly basis, providing updates on operational performance, strategic progress and financial outcomes. |
| Working hours | 37.5 hours per week, normally Monday-Friday. Due to the nature of the post, there may be occasions where evening and weekend working will be required and time off in lieu applies for extra hours worked. |
| Key Areas of Responsibility | Staffing· To provide day-to-day operational leadership for the staff team including the supervision and support to Deputy Service Manager and other staff
· Implement probation and supervision frameworks · To be responsible for the recruitment and selection of staff and locum staff · To maintain appropriate personnel records · Ensure that proactive action is taken to meet staff training and development needs. · Proactive management of the service rotas ensuring these are drawn up with the needs of the organisation and that they operate efficiently and effectively
Ensuring best value · Ensure that all finance procedures are adhered to · Proactive management of service budgets and that all relevant expenditure is planned and undertaken in the most efficient manner than focuses on ensuring best value for the organisation · Effective budget allocation across all relevant areas of responsibility · Liaise with organisational accountants and auditors and ensure relevant financial information is provided in a timely manner · Ensure staff salaries are paid accurately and in a timely manner · Develop and implement annual financial budgets and reports · To assist with the completion and submission of contractual reporting requirements of Supporting People · Ensure voids are kept to a minimum and accommodation support is offered in line with NIHE Housing Solutions CAF process.
Service Delivery · To ensure the needs of clients are met in relation to our funding requirements for Housing Related Support · To ensure that clients have risk assessments and support plans and that these are SMART in nature and reviewed regularly · Ensure that staff sickness and absence is proactively and effectively managed · Proactively build on relationship with statutory agencies and stakeholders · Work in partnership with statutory agencies and other stakeholders · Compile and provide relevant information to statutory agencies and other stakeholders. · Ensure Morning Star House is represented at stakeholder and external meetings Board of Trustees · Attend monthly Board meetings · Prepare and deliver Manager’s Report at monthly Board meetings · Present requested information to Board meetings as and when required
Health & Safety · To promote high levels of Health & Safety throughout the service and ensure that standards are met in accordance with the Health & Safety policies and procedures · To attend and deputise for Service Manager at joint management meetings · To ensure all incidents and accident reports are completed as per procedures and that any lessons learnt are implemented.
General · Ensure a safe and secure environment is provided for clients · Ensure clients, where necessary have been referred onto appropriate agencies and directed to support in relation to any challenges they may be facing · Product accurate and reliable reports as needed for internal and external stakeholders · Attend organisation meetings as required, and deputise for the Service Manager when necessary · Comply with all Morning Star House policies and procedures · Ensuring Morning Star House is an effective advocate on behalf of clients. | Person Requirements | Essential Criteria
Qualifications & Experience · A third level qualification in a subject which can be shown to be relevant to the post AND two years relevant experience* OR · HND in a relevant subject AND 3 years relevant experience* · Minimum of 1 years’ experience in supervising / managing staff
*Relevant experience is defined as managing or supporting programmes or projects in a shared accommodation environment. This includes; managing accommodation-based services, service delivery roles, programme or project management roles.
Skills & Abilities · An ability to coach and mentor support staff to ensure that they feel empowered to complete tasks related to their role · An ability to use initiative, apply sound decision-making skills including the ability to manage incidents calmly and respond in a professional manner to situations · An ability to manage client with complex needs and challenging behaviours · An ability to supervise a team · An ability to liaise effectively with other service providers within the sector and represent the organisation at a management level · An ability to compile and present written and statistical reports · Good IT skills
Knowledge · An understanding of the Supporting People programmes and working within the confines of this relating to Housing Related Support · Knowledge of statutory and voluntary sector organisations and resources that would be available and accessible to clients · An understanding of the challenges of managing accommodation-based services
Circumstances · An ability to work as part of a flexible rota · Willingness to work within the ethos of the Legion of Mary and Morning Star House · Willingness and ability to manage and partake in Management On-Call Rota
